Yes, I went back in the 90’s. You are supposed to dress modestly, so cover up as much as possible.

I thought the Vatican was open to the public, pilgrims, the poor etc. So I would have thought all sorts of dress was acceptable

I have been there but a while ago. I remember it was a very hot summer and I had to cover my shoulders to go in. This is the only thing. Not only there but other churches in Italy requested the same.
