I would suggest telling her calmly before the meal that anything she throws she loses, and putting her outside or somewhere easily cleaned (this works best with a high chair) and sit nearby to keep an eye on her, but act distracted. Try reading a book or playing on your phone, and leave her be until either all the food is on the floor or eaten. When this is done, pick her up and put her inside (or completely away from the mess) and carry on as if nothing had happened. If possible have someone else distract her after about 10 minutes and sneak out to clean up, making sure she doesn’t know where you have gone. If you keep this up for a week or two and she sees she is getting absolutely zero reaction from you, this will allow her to see that she is not getting attention from it, and will generally stop the behaviour
