My youngest has an individual learning plan. She is in yr 1 after repeating prep and functions way below prep level, also has social aspects in her goals (which are based on things that are hard for her). At her school this plan is only made with my permission and signed by me after it was discussed.

I wouldn’t worry about it. The school probably has to give them a goal in each heading and that’s what they came up with.
