As soon as they’re old enough to be able to hold it and get it to their mouth. You don’t have to wait til they’re teething as they are good to keep bub busy for a little while as well as encouraging hand to mouth co ordination
Do you mean the cold teething rings or the teething rusk ones that you purchase from to baby food area. ? The cool ones i would say anytime. But the other ones some say any time from 4 months but i would only use thoose on a baby that age under close supervision they can be a choking hazard if they break off when dropped.
