completely dry. you can sleek the hair with a straightening iron and then curl for a much more polished look.

It has to be dry otherwise it does not curl with moisture.

Completely dry. Also it would be easier if it has been blow waved before hand so hair is as smooth as possible.

I agree dry thats how tthey do it at the salons, they always dry your hair before straightning or curling.

Completely dry otherwise you damage your hair. So I have been told by my hairdresser
