My first go to is always the reject shop as they have lots of craft stuff for a cheap price.

You can buy them at art stores even kmart and some supermarkets also

Lincraft, Spotlight, and a lot of the cheap stores have them.

If your local cheap shop doesn’t have them the newsagents probably do.

Any craft store like Riot, spotlight, Lincraft or even the reject shop

I can get them in a shop called Spotlight over here. Not sure if it’s Australia wide tho. They sell arty, crafty stuff. Knitting and sewing stuff. Party stuff.

I just bought a heap of craft supplies from Spotlight. They had quite a range of pipe cleaners from the plain and cheap to the fancy, multicoloured ones.
