Completely normal for them to be always touching it but definitely could be a chlorine reactions or something if it’s sore.

if heath check up has proved nothing is wrong. Ask him if he plays with it a lot you see. sons I had and they touched it but not excessively. My husband however when he went on the phone, put his hand down his trousers and played with his own!
Also as we are both grannies remember the old tale “if you touch your thing you will loose your sight’ hogwash.. my advice is talk to him a bit more we are more modern than before

If he’s doing it in public then just tell him that isn’t nice,but he is also just exploring what he’s got

It’s a pretty normal thing for kids to do, touching themselves “down there”, and it wouldn’t necessarily lead to infections. Telling him not to do it, will have little effect, as he’s exploring his world and his body. Doubtful that the pool had a lot to do with his problem, but if necessary, your doctor will prescribe him antibiotics.
