I too have a carpet steam cleaner. When I first bought it, I was told some stains would need repeat treatments. This could be your issue. Keep trying with the steam

¼ quarter teaspoon of dishwashing soap mixed with 1 cup of warm water

Pulman Stain Remover is available from Godfreys and is not too badly priced. Have you tried shampooing your carpet? I have leant my Bissell to quite a few friends and the feedback has been amazing. I have gotten many stains out through first using Pulmans or another type of stain remover and then shampooing.

Try using make up remover on a cotton ball, and let it soak into the mascara stain for a bit and then scrub.
