I always just asked. Just approach the parent and say something like; my daughter would LOVE a play date with your daughter. Would you guys like to come over on an afternoon ? and then when you get ayes ask which day suits best. I always included the mom and siblings and then on a certain point started invited multiple mums with children or organise a catch up in the park
