I agree with the dog comment lol. There’s a product sold at my local vet its a spray bottle and the cat wont pee where you spray it. There’s one for dogs too. I’ve heard they work but I’m yet to try them myself, I have 2 dogs

If u know who the owner is, let them to neuter it. That’s the only way it’ll stop spraying. The cat is on heat and not neuted. If unsure if cat has an owner, call the cat society in ur state to get cat caught. Maybe has been microchipped and owner can be told to neuter it.

with it not being your cat, I don’t know maybe buy a dog or keep your hose handy and spray the thing, usually desexing will stop it
