Didnt have this sort of thing when my kids were young.

Life 360, it is the app used to ensure my teenage twin sisters remain safe and easily found due to family court orders, but it is also an app I will use when my own children reach an age that means I can trust they’re safe too.
It even tells you the battery percentage of their phone.

I was hoping for more options. It seems tracking apps aren’t that well known

I don’t have an answer. However, depending on the age of your sister’s children, she might want to think carefully about privacy issues for her daughters – if they’re older teens they do have the right to some freedom.

I use Quostodio, I use it on laptop and phone. I am not sure how it compares to others.
