I have found libraries to be great places to visit esp in winter – they usually offer programs for children 0-2 and then other programs for older kids, they normally have singing and reading and musical instruments/ moving about. Can be nice on a cold day (nice and dry and toasty in the Library) they usually offer this as a free service even if you are not a member of the library. Otherwise check your local Council website, they normally have links to activities and the costs involved. In our local area they offer subsidised kindergym programs, music programs for $2.00 a session (great for active kids) and lots of open play areas with supervision from professionals, who can give you more ideas of things to do at home.
