Just substitute the milk and cheese component with a lactose free variety.

just make your bechamel using soy milk and buy a vegan cheese

These days I would just use lactose free mozzarella.

My daughter in law, whose dad is Italian, doesn’t add the creamy cheese sauce to hers. Which eliminates lactose and still tastes ok
