Such a beautiful emotional time. And it’s Christmas. So often foster parents would love to adopt children to have as their own but it rarely happens. Some that are returned to their parents sadly go back to State Care, very often not back to the same foster family. If the parents won’t sign the documents the children can’t be adopted into a family (that used to be the law anyway). On the whole people usually adopt a baby, not an older child. tears here too.
